Window streaking and smearing

How do I get rid/fix this terrible window streaking and smearing? It happens on all of my visual themes etc.. and has been doing this for a while and now i'm finally asking, please help.

Add some vinegar to your windex, it should help on the streaking.
If you installed the newest gpu drivers and it still there. Could be bad video card. See if a friend has one you can test with. On your gpu check that it not clogged with dust and the fan moving and the card is seated.
