New to power supplies

I'm looking for a replacement power supply. Mine is currently making a ton of noise when I boot up for 30 seconds until I bop the top of the case over it. I realize this isn't recommended so I'm looking to replace it. I know a bit about the inside of my PC but not enough. I removed the power supply and these are the specs I saw on the tag:

450 switching power
Suntec AMD intel ver 2.03 Pentium 4
Model # Hammer 300

Certificate E-1011-02-0401(B)

AC input 100-120/200V 7.0/3.5A 50/50Hz
AC output 100-120/200V-240V 2.0/1.0A 50/50Hz

I don't know much about power supplies and I'm hoping I can get some help from you guys and be directed toward a proper replacement. My questions are...

1) Is this power supply 450 watt? (Switching power = wattage?)

2) I'm planning to upgrade my video card just a bit from the current one I have which is NVIDIA Geforce GT 220 1024 mb to one that is slightly better, not sure which yet. The suggested power supply replacement would need to be able to handle that.

3) I'm confused on connector types. In the following images I took...

This is a four pin connector


and this is a 24 pin connector


Am I correct?


4) Provided with all the above information, what replacement would you guys suggest? I'm okay with using newegg and my price range is between 40-60 dollars.

Am I safe in assuming I won't overload/underload my motherboard or cpu with that supply?

processor - AMD Athlon 64 X2 4450e (core voltage 1.136 V)

Motherboard - ECS Iris8 Nvidia chipset

I know I'm asking a lot of questions but I only have the funds to do this once and I want to know 100% that I'm making the exactly correct decision that I need to make.

I ordered that PSU and installed it. So far, I've had no issues but a couple of things have me a tad nervous. That PSU you recommended, is it supposed to be loud enough to hear at all times? It's making a slightly louder humming sound than my previous PSU. It's not loud at all, but it's noticable and my previous PSU was almost completely silent. Is this normal?

And secondly, the air that my last PSU blew out of its back fan was usually cool/warm and this new PSU feels like it's almost not blowing out air. It IS blowing out air, but not even half as strong as my previous PSU. Is this just because it's much more powerful and more capable and doesn't need to constantly exhaust itself with the same strength my older PSU had to?

The low airflow is due to the quality components used and if its making hunting noise just reinstall it once
