Would a VGA Cable Splitter allow use of two monitors? The desktop at work has a vga and dvi-d output but unfortunately all the monitors here are vga only.

Nope. It is not possible to drive two displays using one VGA port.

On some video cards it is possible to use a DVI-I port to drive one analog display and one digital display by getting an adapter that separates the DVI-A and DVI-D connections. This is not part of the DVI specification, but it does work in some cases.

It is also possible to get a DVI-D to VGA active adapter, but these require power and quality is very inconsistent.

A splitter will duplicate displays.
It would be a great solution for viewing the same thing on two different monitors.
What you are probably looking for is a vga to dvi adapter.
They can be had for pretty cheap.

If you are looking to display the same image on both monitors you can use a VGA Splitter. I would recommend using a powered splitter
because these Y cables and adapters cause a lot of issues. If you need to convert DVI-D to VGA you will need an active converter that does
digital to analog video signal conversion. You can't use cheap adapters and they don't work. You can check (Part # SCA-DVI-ANA) .
