I've a few questions.

1. Will the FX 6300 bottleneck that very powerful 7950? Also, do i need a CPU cooler if the person's not going to OC? Does it run too hot?

2. Will I be better off upgrading to a A10 6800k? I know they've better integrated graphics, but I already have a much better GPU.

3. Should i upgrade the CPU to a i5 4670k + Great MOBO combo that'll come out at only 300$?

I'm building it for a family member, and he mainly only does web surfing and light gaming.

Win 8 uses no more resources than 7 .
Mine seems to use a lot less but that can be a caching issue

AMD's APU's have the exact same processor cores as FX processors , but they have less onboard cache and include a powerful graphics core .
The limitations are they only have a max of 4 cores , the onboard graphics cant match a discreet card , and the lack of onboard cache memory hurts gaming a little .

Since you are using a powerful graphics card anyway you are better with the FX processor

The timings on your RAM are higher than most equivalent priced 1600 MHz which is typically 9-9-9-24 . Bigger timings = lower performance . You wont see an advantage . My suggestion was about saving a little money to stay in budget with the better...
The cpu wont bottleneck the graphics card . You are better with AM3+ than the apu

I would probably get the Asrock 970 extreme3 motherboard , and spend a little less on the case and RAM . 1600 MHz will be fine

Use windows 8 . It has a better license that lets you transfer it to another pc . It will have a longer life , and you can customize it to look at behave like 7 in a few minutes

While you can make it look like windows 7, i heard windows 8 uses a lot more resources.

Also, can you please explain to me the difference AM3 and APU? I'm a huge intel/Nvida fan, because i always had the budget to get a good rig.

However, this is a budget rid, so going with AMD.

Lastly, I'm paying for a really good case at a cheap price. Same thing with the 1866mhz ram mate, same price as a 1600
