i dropped my 2.5" hard disk and when i connect it to my laptop sata port it shows up in the BIOS windows doesn't start and when i try to re install windows 7 it stops at starting setup but when i remove it the installation works fine without any issues
now is it damaged i don't think so because i don't hear any clicking noise and every thing seems normal

Solution
Everything that you described leads me to believe that the hard disk doesn't spin. If it's installed in an external case, you may want to open it and check all connections. The drive could also be physically damaged as that wouldn't prevent the BIOS from detecting it.
