I'm purchasing an internal bluray reader for my pc. Does it use your basic sata data cables? How will I ensure I get the maximum picture quality from the drive? What is the best 3rd party bluray playback software?

Solution
Uses normal SATA, same as HDD/SSD, and DVD drives.

Using a digital cable to the TV/screen, e.g. DVI/HDMI/DisplayPort.

Depends on what you want from it - I just use PotPlayer or VLC, which usually doesn't handle menus well, but that means you skip all the 'don't copy this' warnings etc.
