Vertical Flickering Lines on Monitor

Hello. Today, after my Brother got home and turned on his monitor, there were a lot of vertical flickering lines on the bottom portion of the display that extend about 1/3 the way up.
So far, I've tried a different cable and computer and uninstalled the video drivers and installed the latest, but nothing has worked, so I think it must be the monitor itself. Everything was fine before he left and was only gone for a couple of hours.

It is a Hanns-G 24" LCD and he's only had it for three months.

Does anyone know what might be causing this issue? I'm going to call the manufacturer tomorrow if there isn't any easy fix for it.

It is hard to tell but it could be the GPU or the monitor. Do you have a spare of either one to test with?

I tried the monitor on my computer and it still does, it so that rules out the graphics card. I haven't tried my monitor on his computer yet, I'll try that tomorrow.
