New GPU advice

My current specs are :
Motherboard - Gigabyte GA-Z68XP-UD3
CPU - Intel Core i7 2600k
RAM - 16GB Corsair Vengeance CML (2x8gb)
Powersupply - Master 650W
Operating system - Windows 7
2tb storage along with 120gb of ssd storage

Anyone have advice for a good gpu to buy? my budget is $800, would like to try and play games on as high a setting as possible.
Currently looking at a GTX 780, or am i better off getting a 770 with an upgrade to my cpu instead? Im pretty bad with these things so sorry if i sound stupid!

The Radeon 7990 took a big price drop:

Unmatched power at that price, in fact its competition is nVidia's $1000 dollar card (690). Plus 8 free games. There is a cheaper version, but I personally can't recommend them as I don't believe in the build quality from the builders. (I stick with Sapphire, ASUS and XFX mainly, sometimes HIS)

You will need to upgrade your PSU though. Recommends 750w.

No, PCI-e standards are backwards compatible. The GPU will be limited to the specification of the motherboard, which 2.0 isn't really much of an issue.
