Computer Not Powering On Unless GPU is Unplugged

Hi, my computer seems to be having a major problem. Earlier tonight my computer (after no previous issues) just powered off on its own. This is not a frequent occurrence and my computer had been giving me no issue recently so I thought nothing of it. When I went to power it back on I got no power however. There seems to be no power going to the PC whatsoever. That being said upon experimentation I found that if I unplug the power connectors from my GPU suddenly my PC gets power again and will turn on. I have a 850W PSU and a Radeon HD 7970Ghz Edition. I would assume that my PSU would be more than powerful enough for my computer but perhaps it has just died and is being shorted by the GPU? If anybody can help me confirm this is either a PSU or a GPU problem I would be very grateful. Thanks in advance.

Update: Now my computer will not power on at all even when the GPU is not plugged in. Is this a motherboard problem or a PSU problem?
