PC wont power on after insatlling aftermarket CPU cooler

With stock cooler everything was working. Today i replaced it with a Hyper 212 evo. Now im trying to power on my pc but pc wont start. i checked all the cables (front panel,ATX etc), tried to boot up with single RAM but still death. my current specs :
z87x-d3h mobo
4670k cpu
tagan piperock bz-500watt cpu
onboard graphics (for now)
haf 912 advanced case.

i checked again the front panel cables then the pc power up and windows started but as you said the fan of the cpu wasnt spinning, omg.

update: now im trying with the stock cooler pc wont even power up. all my parts are brand new 2-3 days old.

update: after reinstalling everything again my pc now is working with the stock cooler, stock coolers fan spinning too. but i still wondering which part of my pc have the problem, the mobo or the new cooler (or psu?).
