Does it make any sense to upgrade to Win64 to address more Ram/Vram for Eve Online?

It's a relatively old game...

Recommended System Configuration:
• OS: Windows 7 / 8
• CPU: Intel i7 Series or AMD X4 @ 2.0 GHz or greater
• RAM: 4 GB or higher
• Video: AMD Radeon 6790 or NVIDIA GeForce GTX 560 or better with at least 1 GB VRAM
 
Solution
With a 7yr old laptop, I'd be inclined too think either the CPU or graphics card would be limiting performance before your RAM would.
Try running some monitoring software to see if when you play you even use up all of your RAM. One way to do so would be to open Task Manager, go to Performance and leave that running while you play. Hit the windows key, and see what your usage is like. If it hasn't maxed out, then you dont need more RAM.

In a nutshell, RAM doesn't affect performance until you run out of it.

I'm upgrading from a 7 year old laptop budgeting around $400. I wasn't sure if EVE Online would really take advantage of the increase in addressable memory with Win64.

Sorry, I wasn't very clear. When I said upgrade I meant I'm building a new desktop))
