Good time to build or wait for new cards?

Hello, I never built a system before. But after growing up with consoles and medium spec pre-built computers I wish to get in on the action.

Scouring the web I see rumors that AMD will be releasing the next series soon. So, is it better to build now or wait? I'm looking at the under $400 price range. Budget for the entire system is under $1500. Any advice on card buying in general is appreciated.

If your not in a hurry, I'd wait for the new cards just to see what comes out, how NVidia responds price wise, etc. Couple that with if you live in the states and can get in on some Black Friday deals in a couple of months, you could make out a lot better. If you have to order now, the 7xx series from Nvidia is doing pretty good. Myself, I'm waiting to see for holiday deals and holiday new products to see. I'm in no rush.

How much do you think the 7xx series will drop in price during the holidays? What about after an inevitable 8xx series is announced?
I'm not in a rush to build yet but wondering how much of a jump the next series of cards will be.
