Could I have a virus, or could it be a system error?

I am currently running Windows 8 Pro on my desktop PC. I had been doing regular web browsing yesterday and a bit of gaming, and now suddenly this morning, it had gone to the windows repair boot screen and tried to repair itself. I guess it succeeded because I'm using it now. Anyways, the situation is as follows.

When I log in, explorer.exe doesn't execute, and I have to do it manually. Even when i do load up explorer.exe, the start screen can't be accessed, and i have to do everything through either command prompt or task manager. Also, it seems that my administrator rights have been taken away, and now I have to check run this application as administrator when i want to run something. My desktop icons have disappeared, and the superbar on the taskbar has also disappeared. I have tried creating a new admin account through command prompt, but when I use that account, it does the same thing as the other account. When I try to run 'My Computer' or 'Control Panel', it gives me an error message saying "::{26EE0668-A00A-44D7-9371-BEB064C98683}\8\::(17CD9488-1228-4B2...\pageDefaultProgram No such interface supported". My User Account Picture has disappeared too, and so has the image on my lock screen.

Any help would be greatly appreciated. Thanks a lot.

Hmmm. Need a repair disk/drive or Installation disk to boot the machine, then use Troubleshooting to hopefully get into Safe Mode with Networking where you can download requisite diagnostic software. You would also be able to get into CMD prompt to run System File Checker.
Winkey plus 'X'
Choose Command Prompt (Admin)
Type sfc /scannow then Enter

You could also try chkdsk
At CMD Prompt
Type chkdsk /f /r then Enter. (note spaces before /). Type Y and Enter to run the program when you restart Windows. Expect it to take a long time if you have a large drive. Use this to check out the chkdsk log

Smells like hardware, run Seatools (Assuming virus scan good)

If it passes check RAM, if it fails to run try bootable seatools

Oh, also I should note that I am unable to open Internet Explorer and have to use Firefox. Unfortunately though, when my main problem arose this morning, I also cannot download things with firefox. It says 'Blocked By Your Security Zone Policy'. Thanks, but I can't try this application.
