So basically, im going to be buying my first pc and will be building it.
My CPU: Intel i7 3770K (4 x 3.5 GHZ) (Will use turbo boost @ 3.9 GHZ)
Wont be overclocking for a long time. Im torn between 2 coolers, One air and one liquid.
- Cooler master hyper 212 evo
- Corsair Hydro Series H60 2013
Ima little worried about going liquid cooling as they are more risks of leaks.
Let me know what you think? Thanks!

If you think that spending $100 to make your video renders go slightly faster, then have fun...
But remember that it gains you NO performance benefit for gaming, which means you could spend that money elsewhere and get a stronger setup.

As for the rest of it, if you absolutely have to buy one now, go for the EVO. It sounds like you aren't 100% comfortable with overclocking, and the EVO will be more than enough to get that chip up to around 4.4 GHz or so.
First of all:

Is this for gaming? If so, if you'd allow us to give you a little bit of constructive criticism, we could save you money and get you better performance at the same time. (For example, there is absolutely no reason for you to be spending $100 more on the i7 over an i5 - there will be literally no discernible difference between the two chips when gaming, and that $100 could be spent on a better graphics card to actually increase performance.)

As for the rest of it - why are you bothering buying a cooler if you aren't going to be overclocking yet? You're right to shy away from all-in-one liquid coolers, though - it's not that they might leak, but that they have far more moving parts and are much more likely to break - and when they do, they don't have a giant metal heatsink to dissipate heat still.

If you have to have one of those now, buy the EVO.
