My fx-6300 doesn't reach 4.1 ghz turbo mode when I'm stress testing. :??:
It only reaches 3.8 ghz even though cpu-z says that the multiplier range is (7x-20.5x). It only reaches a max of 19x.

I suppose the mobo you use determines how simply you can OC in a stable way. I ended up using AUTO settings for just about all voltage control on my mobo and reach 4,5GHz (fx6300) just as I write this note. I did this after I found that manual setting the voltages causes practical compatibility issues when for example a film on utube is jumpy or fails to show in full screen after system resume from "sleep". Practical aspects of using application while OC'd is key which made me search for alternate OC settings to gain processor speed. I am not done yet, but I do notice a more stable system with lower CPU voltages modulated automatically by BIOS, than I had set myself for stability. Voltage as you may know is key to power consumption. As...

If you are stressing all cores you will likely not see the full boosted clockspeed. If the testing software you are running allows it stress only one or two cores and see if you hit 4.1.
