Radeon HD 7950 Clock Issues

Howdy. I have a Radeon HD 7950, which is having driver and/or clock issues. (SAPPHIRE 100352-3L Radeon HD 7950 3GB 384-bit, to be exact) (Newegg.ca: http://www.newegg.ca/Product/Product.aspx?Item=N82E16814202026)

(TL;DR: The following paragraph states my previous problem which has inexplicably returned.) Anyway I've owned the card for a couple months now and am mostly satisfied with the performance of it. However not all is good. I bought the card because of it's renowned overclocking ability, in hopes to clock it as high as possible and get the most out of it. The card clocked to 1111 on the core clock without issue, and that's where I left it for the longest time. However when I introduced a second monitor to my setup, I experienced some issues. The two monitors had bad flickering issues at all times, however it was worst when involved with one or more fullscreen items. After trying all sorts of fixes and driver versions and clock speeds and .xml file edits, I eventually found a fix that worked for a bit which allowed me to use both monitors as intended without issue, at 1111 on the core clock, with Catalyst Driver 13.4. Now another issue has come up.(TL;DR: This paragraph stated my previous problem which has inexplicably returned.)

The screen flickering returns again as it was before when launching a full-screen application and I am unable to fix it again with my original fix. The issue seems to have shown up completely on its own without changing anything. So I basically said screw it and restored my card to its base clock, which from the start had always fixed my screen issue, so I bit the bullet and gave up on overclocking and now use it at 925mhz. The issue now is once I start a game at stock clocks, the game doesn't run smoothly as it should. Using MSI Afterburner to monitor realtime clock speeds in game, I can see that it is always running at 500core/150memory while playing, and as a result the game runs like crap. After experimenting, overclocking the graphics card in any way, causes the game to run fine, but reintroduces the screen flickering issues. Even overclocking by 1mhz, to 926/1250, flickers my screen again.

What are the possible causes of these issues? If there is any other information that must be known to accurately troubleshoot, please let me know and I can provide it.

Honestly it kind of sounds like a bad card, or at least a bad display port. Have you tried different display ports/cables/monitors to rule out those things? I know my Sapphire 7950 (Not your exact model) has issues with the voltage trying to switch between stock and my over clocked setting while in game. Usually restarting the game solves this for me. I would also suggest trying the 13.8 Beta drivers. I have found that Sapphire cards really like the beta drivers. Also what are some of the temps you are seeing? And I would recommend using EVGA Precision-X. I found I could get much higher and stable overclocks using it (1150 Core, 1450 Mem were my highest at least 90% stable).

EDIT: What is your PSU? And are you making sure your Power...

I've sort of come to a conclusion that MSI Afterburner was conflicting with Catalyst Control Centre, and I exited and stopped using Afterburner, and sweeped all my display drivers. I reinstalled 13.4 and then used CCC to overclock back up to 1100 on the core clock. As long as I don't open MSI Afterburner at any point, I can overclock with clocks running at proper speeds and no flickering. This is fine, because in the end it's all working as intended but I really like the monitoring of MSI Afterburner, is there a program that I can use that will do the same? I had the overlay set up to monitor FPS, clock speeds, usage percentages, fan speeds, temperatures, everything. It was glorious, I miss that already. Also, I've since just changed my power target up to +20%, it wasn't there already. I think I already have a rough idea of what power target affects, but I'd like some clarity, what does upping or lowering it do and what does it affect?

Also, I have a brand new Corsair TX850M I bought in preparation for buying a 7950, the PSU isn't more than 3 months old.

EDIT: To answer your first question, I haven't tried alternate ports, I don't have the cords for it but I'll try it if the issues persist.
