You could easily make a "Steam Box" PC for about $500 and it only takes about 25mins to make. Here are the materials you would need...
1GB XFX Radeon HD 7770
Intel Pentium G850, Socket 1155, Dual Core, 2.90GHz
LiteOn IHAS124-04 24x DVD±R
CoolerMaster Extreme 500W PSU
ASRock H61M-DGS LGA 1155 Intel H61 Micro ATX Intel Motherboard
4GB Corsair Value DDR3 PC3-10600
500GB Seagate ST500DM002 Barracuda SATA 6Gb/s, 7200rpm
Not all of them are in-stock but you atleast have a list of the parts...

It really depends on what you plan on doing. If you're using youtube, most new processors will be good enough to play the HD videos. You also have to consider the resolution. If you're doing 720P gaming, you'd be fine with an I3 and a lower tier GPU. If you're doing 1080P gaming, you'd need an I5 and a medium or high tier GPU. AMD is okay, but get an fx 6300 and above if you're gaming.

I'm kinda a noob with this stuff so any help would be greatly appreciated

Personally I use a PC that's just below this. It is amazing. These would definitely make a good PC.

You guys were fine until you recommended an intel pentium g850. If your really hard up for cash, maybe. But another $50 gets you a GIGABYTE GA-78LMT-USB3 motherboard and an FX 6300. Thats the sweet spot for cpu's below $150. Its faster across the board. And thats before overclocking.
