Tried turning on my new build, nothing. Unplugged my GPU (Sapphire 7970) and computer turns on. Bad GPU of too small a PSU??? Any suggestions??

Solution
The PSU might be too small to reliably power your rig if the rest of it is super power hungry, but it shouldn't prevent it from turning on. It could be a bad card. What exactly happens when you try to power on with the GPU plugged in?
