a8 4500m turbo boost max 2.3ghz?

Hello. I've notebook g7 2138so with AMD A8 4500m.
I saw info about this processor that his timing is 1.9ghz-2.8ghz but in amd overdrive utility i see my processor i locked on 1.9-2.3ghz turbo boost.
Is there any solution to fix it?

It will rise to 2.8ghz only in one or 2 cores(amd turbo core 3.0!) run a game or benchmark and run cpu z side by side u will see spikes in cpu speed. it wont always be at 2.8ghz 2.3ghz at high performance is ok.(i own a hp g6 2005ax )
