GIGABYTE GA-B75-D2V
Intel Pentium G2030 3.0GHz
Kingston HyperX Blu 1×4GB DDR3 1600MHz
MSi GeForce GTX 650 Ti BOOST 1GB GDDR5
Zalman Z5 Plus
Western Digital Caviar Blue 500GB
Corsair Builder Series CX430W

I know that Counter-Strike: Source is an old game and almost any gaming computer nowadays can run it,
but I just want to make sure I can get atleast 60 frames per second minimum so I
can enable V-Sync (I hate screen tearing).

I have an old laptop that runs this game at 5 frames per second average with every settings as low as possible on a 640×480 resolution, yes... It will be a pretty huge upgrade.

I had this computer:
Intel Pentium E6300 2.8GHz
Adata 2×2GB DDR2 800MHz
Sapphire Radeon HD 4350 512MB DDR2

I am not sure what other parts were, but these are three most important for frame rates and I got 20-75 frames per second at the highest settings on a 1360×768 resolution, does that help?

And that was a 2008 prebuilt computer, Intel Pentium G2030 3.0 is way better than Intel Pentium E6300 2.8GHz. The difference between MSi GeForce GTX 650 Ti BOOST 1GB GDDR5 and Sapphire Radeon HD 4350 512MB DDR2 is huge!

And a YouTuber has almost the same processor and graphics card combination, Intel Pentium G860 3.0GHz and AMD Radeon HD 7850 and he has constant 300 frames per second at 1920×1080 in a 64 Zombie Mod server, I am not sure if this is true.

So, can this gaming computer run Counter-Strike: Source in 64 players Zombie Mod/Escape servers atleast at 60 frames per second minimum with the highest settings at 1920×1080? If not, what about my old 1360×768 monitor? Would that help to achieve 60 frames per second minimum? Thank you for reading and I hope I get a good and clear answer!

I'd say with complete certainty that that combo will run CS:S at 60fps. the processor is a bit weak, but it will be fine for that purpose.

Graphically, the 650ti is complete overkill for that game, I'd imagine it'd be fine. The processor is your only concern, but that has a relatively fixed load.
