Freezing when CPU/GPU are not maxed out?

Ok this has been a problem that has changed in scope ever since I first got my computer.

First it was games crashing because of faulty drivers. That was an easy fix.

Then it was "display driver has crashed and successfully rebooted." That one took awhile but thanks to Tradesman that problem was fixed.

Now my problem is freezing. I had TechPowerUp and Display System Settings on while playing and the results are...puzzling.

Generally when I froze the GPU load would show 99% so I thought it was only the GPU. I was going to find solutions for that but last night while playing a game called Natural Selection 2 I froze yet again. I glanced at my current settings and I was surprised.

My CPU usage was 39%.
My GPU Load was 82%
My Memory Use was 2.73GB

I'm lost. I don't know what the problem is or how to fix it. I'm going to list what I have and at what settings. I just would like to play a game without freezing!

I am having the exact same issues, although it doesn't necessarily happen in a game. I can literally just be browsing on Google Chrome and the thing will freeze up. I'm on a GTX 460 SE and I've tried everything you have. All I can think of is that the card's fan is failing or something.

Well...I'm done with PCs. I can't get one game to now play without freezing. I legit want to take my PC and throw it out and just call quits. This problem has persisted for almost a year and half now even with replaced parts/etc. I've installed, re-installed, written over, editted, whatever more times than I can count now. I've had many people attempt to help me and well...nothing. Is there nothing that I can do here? Maybe something was done wrong?
