HD-7850, performance has dropped dramatically in DX9 games.

My 7850 has a problem, DX9 performance has dropped a lot. Here is a comparison from a Performance Test 8.0 baseline I set about a month ago when I built the computer.

"FX-8350 Stock", the 7850 is stock @900MHz.
"Stable 4620", the 7850 is at 1GHz. (CPU stable at 4620 MHz)
"This Computer" I set everything back to stock for troubleshooting, 7850 @ 900 MHz.

The DX9 complex results have tanked, I noticed it playing World of Tanks, fps dropped to 20-30, even on standard graphics settings. I uninstalled and reinstalled the drivers, but still the same. FWIW, DX11 results actually increased a bit (~5%), compared to my baseline. It never gets hot, or really even warm. How could performance just drop like that?

OK, I did a full reinstall of Windows 7, also loaded bios defaults and I have the same problem. I guess it must be the video card right? It can't possibly be software, and I don't see how it could be the MoBo. Very strange that DX11 results were not negatively affected...

Any thoughts?

Well I fixed it, replaced it with a 7870. I am surprised, I posted this in 3 different forums and no one had any thoughts...
