Since I am doing this slowly and I don't think I need anything beyond an I3, I was just wondering what type of cpu fan would be best for the haswell I3 due out in October.
Since you don't intend to overclock (or maybe a very mild overclock), I don't see any reason to go with anything other than the stock HSF that comes with the processor.

Unless you are buying an OEM i3 processor - without a proper Intel box/packaging - the retail i3 comes with an Intel heatsink/fan in the box; which is standard for both AMD and Intel, except socket LGA2011 processors.
