HDMI display problems

I'm trying to set up a TV as a second monitor via HDMI, but I'm having some issues.

1. Whenever I set the TV refresh rate to 60Hz, after an extended period of time, it will revert back to its default 30Hz, interlaced.

2. The picture quality is a lot worse than my main monitor (VGA) with everything having a grainy look.

Any help will be greatly appreciated.

Have you tried a different HDMI input port?

There's only one HDMI port on both the monitor and GPU.

try setting your hdmi to the tv to 1080p 25hz and see if it makes a difference, it could be that your tv panel does not support 1080p at 60hz

I think my TV does support 1080p60, but the problem is that it changes back to 30 after an extended period of time (usually after I turn my PC off).

After you turn off the PC? Sounds like it is doing what it is suppose to if its default is 30Hz.
