New Gaming Build not preforming....

Built my system about two weeks ago with the following components and it lags like crazy in all games 10 to 15 fps, sometimes it will spike for a sec to like 60 then down again. My specs and things ive tried.

Specs when first built.
In win G7 Case
I5 4570 3.2 Haswell
8GB Corsair Vengence 1600
MSI GTX 660 twin forzer non oc
1TB toshiba sata 3 7200
CX 430 PSU
MSI Z87g43 MB




Specs after replacing parts because I wanted to make sure non were defective. I changed the MB and PSU. Still not working properly.
In win G7 Case

ASrock z87 extreme 6

At first I tired tons of different drivers all the way back to the 306 and up to the new beta 326, no real differences. updated VBIOS AND BIOS MB. For two days I ran test and different drivers no difference. So its time to find the defective component right. Well non were I check all and tested them all in different systems.

Thought the card might be defective. Tried it in my other system runs perfect all games maxed out 40 to 60 fps smooth perfect.
Put it back it my system.
Tested memory in other systems then tested with memtest86 no problem
Replaced MB with z87 Asrock extreme 6 still same thing.
Replaced PSU with HX650 still lags.
Tried reinstalling windows on a fresh drive same thing lag
Tested processor for 6 hours with hot cpu test and other programs checked out fine.
I give up already.... Ive spent so much money and time replacing parts and still the same thing. Ive built lots of systems and never had this kind of issue it makes no sense. I really need some professional help/opinions from you guys. These components are all compatible correct. Please Help!

My recommendations are as follows:
Check all fans.

Install a second screen and use the following widgets:
CPU monitor
HDD montior
Network Monitor
VGA monitor
Temperature monitor

Reproduce the problem you have with gaming and look at what may be bottlenecking on the gauges (monitors).

Another test that's probably easier thjat I can suggest is to try a different VGA in your system.
Perhaps also the PCI express settings are set to 1x instead of 16x.

I ve gone over most of this before but ill try again.... cpu at load 25 to 30 percent being used. temps gpu at load 63c cpu 40c hdd test turned out fine. network fine. no bottlenecking of anykind. VGA another card tried it AmD 7850 ran a little better but still the same thing.

Ok.
Going by elimination here:
VGA is good.
RAM is good.
Mobo is good.
PSU is good.
OS is good.
Driver is good.

Looks like the only thing you haven't swapped out so far is the CPU.
Also, make sure you have nothing unnecessary connected such as card readers, webcam, printer, USB fan etc...

I just thought of something.
Your i5 has an integrated GPU, right?
Make sure the IGP is not what is being used to play videogames.
That would explain why the games run but at such crappy framrrates.

If you tried an entirely new motherboard then this should not be the issue.

What games are you testing?
If you lower all visual options of the game (including resolution), does the performance increase?

That's indicative that the issue is not relevant to the VGA performance at all.
I would try swapping CPU if possible as this is the last thing that can be tested hardware wise.

You may want to go checking in your event viewer for anything fishy going on.

Also, please describe this "Lag" that you are experiencing.

Did you modify anything in your OS, such as swap file, performance boosters, etc?

You may also want to go in BIOS and disable all unnecessary CPU options.

I would also recommend you download a system benchmarking tool. It may give you insight as to what the problem is.
