asrock extreme4 power on function

new build... asrock extreme4 z77, core i5 (no onboard graphics), asus GTX660ti 3Gb, seagate 1Tb, win7 x64 bit.
Everything is working beautifully... until i 'shut down' from windows, the front panel buttons won't work to turn it back on and the onboard power/reset buttons won't turn it on either, the HDD led only works sometimes and the only way to turn on the computer after a windows shut down is to hold the CMOS reset button on the i/o panel. WTF? any help or ideas very welcome.

even with the front panel connectors completely removed from the equation the power & reset buttons on the board itself don't work. also the debug LED only displays 'AA' (ASL codes? no definitions in the manual). the led does display all of its normal codes during initial startup though. i have it enabled in the bios but the other 'sleep' function of the led is set to off.

Check that the Front Panel plugs are plugged in correctly - each uses a posite and a ground wire, which positive should go to the '+' side of the 2 pins
