Side panel on or off ?

My pc is runing about 4°C cooler without the side panel. But is it bad for the components because of the dust?

The side panel blocks electro-magnetic interference from your PC, which probably isn't a big deal any more. It also keeps the sound suppressed from the fans inside (CPU fan, video card fan, case fan), making the PC quieter. And it keeps stuff from falling into it or being accidentally inserted into the the case from outside. Four degrees C isn't much. I would look into your airflow. Make sure you have a preferably large fan (120 mm) exhausting air OUT of your case. If you already do, try adding a fan at the front to blow air INTO the case.

4C shouldn't make much of a difference reliability-wise unless you are borderline on temperatures.

Depending on where you put your PC, leaving the cover off may pose a much bigger risk of something dropping/spilling/whatever into it and short it out. Where I put my PC (sideways on a shelf under my desk), I would have a high risk of accidentally kicking the video card if the panel was off so in my case, the side panel is very much required for safety reasons.
