ok so my birthday is in 5 days and my parents are gonna buy me the parts for me but i have a extremely low budget so im trying to make it as cheap as possible my budget is around the 250$ mark and yes i realize its impossible to do that i just want it as low as possible here is my proposed system and yes i realize its over 250$

Cheaper "PSUs" that come with cheap cases are firecrackers with uncertain fuses. Anyway, there's no PSU with that case, but Apex sells PSU-shaped objects. Your CPU links to your case.
Two HTPC cards will not SLI into something stronger enough for games. A single GDDR5 version of a HD7750 or even a HD6670 or GT640 would be better.

You do realize you can't run two 520s in SLI, right? They don't even have the connector port for it.

Either go with an FM2+ motherboard an a cheap APU with fast RAM, so that you can safe up and buy one of the fast new A10s, or ask your parents to give you that money in Newegg gift cards and keep saving.

You're far better off buying a quality build that's going to last you than absolutely cheaping out and then having to spend more money when everything starts breaking. (Especially since that's such a bad PSU that it'll probably die very quickly and take the rest of the computer with it. NEVER cheap out on the power supply.)

Better idea-Get a Mac! They are the top of the food chain in gaming. For around that price you can get one with insane power that'll run Minecraft at medium settings. Don't say I didn't warn you.

I'd prefer to think that was intended as humor, not trolling.

Oops yeah, left out the HDD; probably another $55-$60. If you have an external optical drive, it will probably work, but will definitely be slow; I've never loaded Windows with one, but I'd guess it probably triples the time it takes. Note that's a guess; copying it to a HDD and running from there could be faster.

ive installed windows 7 on my laptop multiple times after some unsuccesful linux installs and it takes about 40 to an hour to install it but ive never used an internal drive so i cant say if its any faster and this is the hdd i chose Seagate Momentus Thin 500GB

ok so i revised the build a lil bit got it down to about 300$$ and was able to keep the 7770 sorry i dont have links to the parts

You don't want an ancient-tech N68 motherboard if you go AMD. It runs at only 1000MT/s (compared to 2600MT/s for most newer boards). You'll want a 900-series board, like a true 970 (the 960s and even some of the "970" are actually 700-series boards with modern interfaces tacked onto them).
I know you've got a tight budget, but it may be better just to wait until you can afford to spend a little more. The Pentium G620 will be weak in many many things, and the Athlon II X2 270 is about the same.
If you get a Corsair "CX," make sure it is a modular one (e.g. CX-430M). They were all made by CWT for Corsair, but the non-modular ones use some inferior Samxon capacitors that don't like heat and are known for early failure. I would not use one in a gamer.
Seriously, that "cheapest I'd build" list (plus a hard drive) is truly the lowest I'd go; any lower and you're wasting your money on throwaway parts or extremely questionable quality.
 
Your other choice, slightly cheaper, would be an AMD APU, such as this build (using your external optical drive):

Get faster RAM if at all possible, as the performance of an APU is very dependent on the RAM used. DDR3-1866 would be nice here, if it isn't too much more expensive.
No graphics card is included now, but could be a future upgrade. The APU should be able to play, on lowered settings (certainly at 720p, likely higher).

This is actually a little less than the Intel build, but also won't perform quite as well in games (although it probably will in other things). Adding a graphics card later can boost its performance considerably, although at some point you will hit CPU limitations that wouldn't be a problem with the Intel build.

ok this is my final question ive decided to use your "cheapest i'd build list '' and i decided as well to just use my external dvd drive giving me 20$ more to spend towards an hdd and i wanted to know what hdd would you reccomend this is the one ive been looking at http://www.newegg.com/Product/Product.aspx?Item=N82E16822148840 and also this one http://www.newegg.com/Product/Product.aspx?Item=N82E16822136769R
 
The second one is an open box, and half the size. The latter isn't necessarily a problem, but the former means it's been shipped to and from, and will be shipped again to you; I suspect more hard drives are damaged in shipping than by almost all other causes, with the possible exception of being dropped before installation (which is still physical mishandling).

In any case, I think you're making the right choice. Take a look at the recent $400 Spirit of Mini-ITX build for some ideas on the performance you should expect. Medium to high settings should be possible in quite a few games. When you want better, a graphics card upgrade can be dropped in.
In fact, I just saw this: http://www.newegg.com/Product/Product.aspx?Item=N82E16814161402 for only $5 more. That's absolutely worth skipping McDorkle's or Burger Ralph just once for the improved performance. The CPU can of course also be upgraded.
