What is the best hd 7950 for Overclocking?
and is there anything better than these under 270

both cards are good, cooling wise and OC wise

Probably the gigabyte will OC higher and be a bit cooler (but not by much). but the difference wont be so high OC wise

For 290 you could get a 7970 if you want, there is only 10% performance difference i believe though.

I suggest this one, as it performs slightly better than the GTX 760 and recent price drops have made it cheaper. Plus, you could OC it to 7970 levels:

Honestly, if the 760 is cheaper, I think it would be worth getting that over the 7950. Unless you are bent on getting the 7950, then either card would serve you good. I would say go for the one that you think looks better. Because honestly, in terms of cooling and OCing, both should be pretty close that it's negligible anyway.
