Sapphire 7950 clock speed is jumping/fluctuating all the time

Hello my HD7950 is frustrating me since i've decided to monitor it depending on some gaming issues.

According to MSI Afterburner, while in gaming (at highest graphical quality possible) the graph shows that core clock is jumping between 501 and 925MHz(factory overclocked value) and memory clock is jumping between 625 and 1250Mhz nonstoply and happens too fast like 10 times a second! also fan speed is never goes over %33 unless manually taken control.

i thought it wont be an usual GPU activity.

i'm not using any overclocking or graphical overriding. There's visionengine control center and every setting available is turned off including overdrive. only factory overclocked to 925 as default of sapphire.

my specs are:

win7 x64
Phenom II x965 3.4Ghz
4gb of ram
Sapphire HD7950
and 500w psu.

tried rolling back to old drivers but nope. went back up to 13.8 again.


oh and also i've tested this situation in many games including Stalker, Trackmania, Skyrim and FIFA 13 and i can confirm that it happens in every game with "same values". later on i also noticed that GPU memory is not showing more than 150-160mb in afterburner, however while game settings are highest there being no stuttering but extremely low texture quality in couple of them, which i've issued in another thread.

is there any solution for this flickering madness? at least i wonder if i could reset the GPU all the way to absolute defaults, even disregarding factory oc. here's a screenshot just taken to clarify the situation.

and to add, today is my last chance to see if my card is defect or faulty so i could send it back.
