Does it matter which way the 212 evo block is facing? like the logo is facing towards or away from the ram? it seems to me like its just a rectangular block and that fan placement is what matters but im paranoid and unsure so i just wanted to confirm

It really doesn't matter.

For esthetics in marketing material it's shown with the fan mounted in push configuration on the bottom side of the COOLER MASTER logo embossed on the top aluminum cooling fin.

so, the arrow on the fan shows the configuration of the air flowing from the fan
so imagine my cooler mounted near the top of the case (on the cpu of course) with the block lining up with the outtake fan at the top

if i wanted thecpu fan to blow the hot air towards the outtake fan i would just make sure the arrow on the cpu fan is pointing towards the outtake fan?

one of the arrows is pointing towards that outtake fan, the other one is pointing down to the bottom of the case. do i want that switched around as that seems to point to it pushing air down towards the psu?

Yes, the air flow direction should be pointing towards a case exhaust fan.

One arrow shows the direction of rotation of the fan blades. The other arrow shows the direction of airflow through the fan.
