update: i use geforce experience and it says i can run battle field 3 on hi settings, i get about 45-50 fps on low settings, thats about what my old card got. thats my problem, like it will say i can run games at higher settings but in reality i cant.

update 2: would this CPU be could for gaming, in comparison to the 8350?

I see. That is only because of your CPU.

Your CPU bottlenecked your old card and it is bottlenecking your current card too. As long as you stick to that FX 4100, you will not see the performance increase even with a GTX Titan because your CPU is too weak to allow it.

Your both cards are not performing at their max potential because of your CPU.

Upgrade it to either FX 6300 / 6350 or FX 8320 / 8350. It should be fine then. I suggest FX 8350 personally.

To me it doesn't sound like you ave an issue from what you're explaining. If you can nearly max out skyrim for instance with your old card, there isn't going to be too much visually different on the new card as the visual increase is only small.

It'd be best to run a visual benchmark of some kind to see whether the card is producing the power it should be.

Maxing out = Running at everything max while getting NO MORE PERFORMANCE INCREASE your monitor can register.

That is why you can not see any difference. Compare both cards in Crysis 3 and you would see the difference between the two.
Also, use FRAPS with Vsync off (That can be a problem as Vsync locks the FPS to your monitor's refresh rate, no matter which card, it won't exceed that) and note FPS in both cards.

I am sure there will be difference.

The best you can do is download 3dmark and see if your graphics rate is between the normal numbers.

If it is, then you should check for some bottlenecking in your CPU (not likely) or some game optimization/configuration issue.

He means, sell that Central Processing Unit (FX - 4100 Zambezi) and buy FX 6300 Vishera instead. That CPU is pretty decent and powerful and would not bottleneck a GTX 760.
