Win 7 Taking too long to boot and recently doesn't boot at all , just get a blank screen

I have a
Toshiba Satellite L300- 29W
260gb Hard Drive (Replaced the 500gb which died...)
2gb ram
Windows 7

Recently I have had a few Hard Drive errors which meant for me to reinstall windows 7 and seemed to work. But it doesn't boot or if it does it goes too slow to be usable.
Going into safe mode it hangs at CLASSPNP.SYS for about 5 mins then it restarts. Doesn't boot at all in safe mode.

If anyone can help me solve this issue I would be Grateful!

I've just did that and no change. also the CPU light on the front of my laptop seems to be flashing in a regular pattern, I don't know if this means anything.

Also, going into start-up repair it loads but it stops when the screen loads with the cursor with the same CPU light flashing pattern

On my previous hard drive? I think it was generally got old and corrupted - after the Win 7 boot screen I get a BSOD on it, I cant see the Error code though as it restarts straight away
