Brand new CPU overheating

Recently just built a computer. I as downloading drivers, games and stuff and when i was downloading cpu temps. All my 4 cores were around 97 celsius. I got 3 case fan 2 are 200mm. Intel core i5 2500k with an noctua L9i cooler. I didnt overclock either. I stopped all my downloads and my cpu temps were still 97 celsius. My CPU usage was at 10% and i wasnt overclocking at all. I had kaspersky installed. Help? noctua thermal paste if u wanna ask. Is there something with the cpu and fan and should i get a refund?

Badly applied thermal paste or too little can easily cause bad thermal transfers.

As for temperature monitor software I recommend using the software which came with your mother board. Other wise just go to the bios and read the temperature from there, that should give a better idea of what is going on.
