Under performing GPU

I have a Radeon HD 7970

I believe my graphics card is way under performing and I am not sure why. I ran 3D mark test and here are my results:

also, I re-ran my "Windows Experience Index" which originally scored my GPU as a 7.8, but now it rates it as a 5.9.

Is my graphics card broken.

Please help. I dusted my computer yesterday and after is when I noticed I a decrease in performance.

To everybody below:

I believe the problem is I have my monitor connected to my MOBO instead of GPU. I am an idiot, I know. Someone suggested this in a different forum. Last night when I dusted my computer the monitor got unplugged. I noticed I had a connection converter that was all tangled in wires that I took off and directly plugged my monitor into the computer (without the connector). However, the connector had it plugged directly into the GPU, and now it is not. I am at work now so i haven't verified this is the issue. I will let you know when I get home today. For those who took time to come up with reasons I greatly appreciate it!

i dont trust windows experience but have you tried prime or fraps or benchmarking any gpu intensive games & then comparing.

Check that you didn't have active any VSync option.

On some test that relly on fps of test if you capped at the monitor refresh the Fps you would get a very low result.

Another option is that check your Gpu temp, if you take away the dust maybe worsened the thermal dispation of the card (blocking a fan?) and the card is just throtling down to avoid overheating.

Thats strange even my Radeon HD 7870 XT got a WEI score of 8.0. Ensure that your 7970 sits on the primary PCI-E 3.0 slot. Make sure the card is plugged in all the PCI-E power cables, and check the GPU core temperature while gaming that the temperature is not exceeding 90C also check the VRM temp using GPU-Z while at full load for 15 to 30 mins and ensure VRM temp is not exceeding 115C. If VRM temps overheats the GPU starts to throttle causing dip in performance.
