How PCI-E effects price?

Why is one so much more expensive than the other?
The only difference i can tell is PCI Express x16 ($230) vs PCI Express x16 Gen 3.0 ($170)
Does PCI Express make that much of a difference in performance, if so then which ones are the best?

Nothing that I can see. The price difference might be in the carrier. For instance, you can buy cards from Best Buy but they will be much more expensive then say newegg or tigerdirect.

1 is probably a reference card while the more expencive 1 has either better power deliver with replaced mofset and 5K caps (none refrence) or a better cooler on a reference board.

reference just means the basic board and component set that amd recommend 3rd parties use.

Both have PCIe 3.0 x16... I think all HD7xxx Radeons have it. So PCIe support certainly isn't a factor.

Hunting down those models on Newegg, Amazon, etc. seems to indicate one of these is GHz-Edition while the other isn't. Aside from that, they appear identical.

Searching for 11199-16-20G I couldn't find much detail. Considering that it appears to be a discontinued model I wouldn't pay extra for it. It's also 1000Mhz versus the 100354OC-2L which has a factory overclock to 1050Mhz. Sure it's only a 5% overclock... but that is at least something. If you look at the description they are both PCI-E 3.0... so no difference there.
