This will be my first build and I'm asking what would be the best setup for gaming I could possible get, this is excluding OS/shipping.

Here's my choice, the CPU should be enough, CPU is rarely the bottleneck for games these days, and it leaves us with more money for the GPU. The Barracuda serie is also a little bit faster than the WD Caviar Blue.

That's also nice, but the HD 7850 isn't really faster than the ti boost and for 180$ I would get the sapphire hd7870 on sale.

If say I wanted to bring it down to around 400 to take into consideration an OS and monitor what CPU and Video card would you then suggest seeing the rest of the parts are fairly the cheapest I'm going to get ( this is precautionary due to a fluctuating budget)

You don't want to cut the CPU more down than to the athlon, so you have to save 100 bucks on the video card... You'll just get something like a hd7750 and I don't think it will deserve your needs... But tell was what games you want to play and at which settings.
