Laptop recognizes all of ram but doesn't use all of it? Help?

Hello! Last week i re-installed windows 7 (32 bit) and to my surprise, My Laptop does not use all of my ram. I've literally tried everything. I've tried booting it with one stick in (i have a kingstone ram one stick is 2gb and other one is 1gb stick) and even then it only uses 1.74gb of one of the stick's 2gb. I have even tried basically every combination of the 2 slots that i have.I also noticed that if i put ram into 1 of the slots the laptop will not boot but when i put the ram into the other slot it boots the laptop,maybe the other slot is disabled ?. But the laptop still detects 3gb of ram but doesn't use it. When i had it before i had 2.9gb of ram available now i only have 1.74gb

It will not use all of the memory as some of the memory is allocated to the hardware but how much memory is allocated depends on the hardware and hence it will be not available as normal memory. Hope that answers your question.
