So, heres the rig:
Intel i5 3470, HD 7770 1gb gddr5 oc edition vapor x, 4gb ddr3 ram, windows 7 32bit ultimate. Mounted one fan next to the cpu fan, and psu is bottom mounted.

Details:
Ive played civ 5 near to 5 hours when i notice it starts to slow down, so i exited and thought why not install the mods i downloaded for skyrim(downloaded while playing civ) so i did. Installed n played, my graphics is maxed out even w auto detect so dont blame my hardware, start out ive got 60fps steady, after 3-5 minutes suddenly it drops to 20fps or lower! All this while w/o mods(but w all the expansions) its a 60fps steady all the time for real. Whats happening here? So i quit! And suddenly at desktop also lags. Its like, mouse pointer lag, open close stuff lag, wallpaper changes animation lag, music lag, what sorcery is this?!
Is it because of the mod or cause of cooling? Please help!

Solution

It's likely you had a memory overflow issue and ran out of memory. Possibly caused due to installing the mods. Since you have 32-bit...
Did you REBOOT your computer?

If the problem still exists after rebooting you may a more serious problem of:
1) corrupted software, or
2) Hardware issue.

It's not a cooling issue if it happens even on your desktop. I suspect a software issue (not something that can be cause by installing game mods either).

I'll help further once I get a reply.

Sorry for the delay, answering to you, yes I did and silly me of not knowing to reboot :p it fixes! Though I'd like to know why does this happen though? Cause this is the first time I've ever encountered something like this lol. Thanks again!

It's likely you had a memory overflow issue and ran out of memory. Possibly caused due to installing the mods. Since you have 32-bit Windows and a 1GB video card you have about 2.8GB of system memory available which is adequate but barely so any memory issues affect you harder than people with 8GB (all usable with 64-bit Windows).

I tested very slight modded Skyrim and it used up to 1.75GB of my system memory (don't forget Windows uses some too).

Anyway, if the issue happens again the solution is simple. Reboot.
