I'm moving away to college and researching my new ISP (Time Warner)

My home connection with Comcast according to speedtest.net is 26.81mbs. The most econmical package from time warner is 15mbs. Will half the speed be a noticeable decrease?
If it matters, I torrent a lot of programs and plan on switching to netflix in the future. My fastest download speed on uTorrent has been about ~1.5mB/s which is ~12mbs.
