is my video card broken or anything??

what should i do if there is a display but after showing the "starting windows" it goes black and pause for a while then it will restart. is my video card broken or anything ??
 
How many RAM modules do you have ? If you have more than one, you can try removing one, removing the other, switching to another slot to see if the problem comes from the slot.
Anyway if we go by elimination :
-It's not your GPU otherwise you wouldn't have an image.
-It's not your CPU otherwise the PC wouldn't start at all
-It's not your motherboard (or at least I don't think so) otherwise nothing would work
-It's not your HDD otherwise Windows wouldn't show up

Which leaves us with about RAM and that's it.

i remove my video card and use the built-in display adapters on my MB and it properly boot, my computer is running, but when i tried again to put my VC back the problems was still there. that is why i'm thinking if it's my video card broken.

i bought my new PSU just a month ago, i checked it has the same watts from the one that i used before. so do you think its the PSU??

but before the problem occur, i was playing a 3D game and it's like GPU artifacts appears on display then it display suddenly hang, and when i restart it the problems start. =(
