sounds like it needs a good clean and some new thermal compound if its still under warranty if it is ask if removing the heatsink will void the warranty you should see your temps go back to when it was brand new even better depending on the thermal compound you use
It is really hot, but not dangerously hot. You don't have to be scared about it burning or anything, but that's definitively not normal if you didn't overclock it.
