CPU Reseting on plugging-in the Mains

I have recently started encountering problems with my CPU resetting when I connect the main line to power socket. I am not sure how or when exactly this problem started but, I remember when there was a high surge in the line voltage that blew almost everything connected to my Desktop. The SMPS, Graphics Card, Speakers were among the major ones. I replaced the SMPS with a 450W one (Graphics card not connected) and it worked fine for a while.

But a few months back, my computer started behaving strange by rebooting on itself frequently. I thought there must be a problem with the reset switch on the CPU cabinet and so I disconnected the corresponding wires on the motherboard. And, this seemed to work well for some more time. 2 months later, the new problem was that whenever I switched off the CPU after usage, the cabinet's front panel power indication LED started flickering. I opened up the cabinet and saw the LED near the CMOS battery as well as the Processor cooling fan in sync with the cabinet's front panel power indication LED switched on and off as long as the main supply wire to the SMPS was plugged into the socket (though it was switched off). I noticed that the SMPS fan was already running even when the CPU was off (resetting to be more precise). The temporary solution to this was to pull out the main power cord from its socket and wait hopelessly until the problem resolved by itself. At first, it used to work when I pulled out the socket for like 10 secs, then 30 secs, then 1 min, etc. Sometimes it just refused to stop the resetting process and I used to give up and try again after few hours.

Two days back, I found in some thread that RAM can cause problems sometimes and so, I removed one of it and it started working. (2GB x 2 DDR2 RAM 800MHz). I noticed the speed was low and the processing was taking much longer and hence i re-installed Windows 8 on my system in the hope that the new OS could get adjusted to the new RAM capacity (Just 2GB now). After the installation, when I was entering my log-in details for my Microsoft account, the computer just froze with a blue screen. (I have encountered the blue screen error in my previous systems running on Win XP and Win 7. But, this was the first time I saw it on Win 8!)

It read ":( Your PC ran into a problem and needs to restart. We're just collecting some error info, and then we'll restart for you. (% complete)" I waited for 100% to complete and then nothing happened. It had just froze. I pulled out the main power cord from its socket and put it back in (since my reset switch is dead and the power switch on the CPU wasn't working) and the resetting is back.

Please help me with this problem, as I don't think it is a problem that would require replacement of any parts.

Well this is the first time I am facing this problem too. Yeah, I did try that too. Did not work. Should I take a chance by replacing the SMPS again?

The CPU is switching ON and OFF continuously when the power cord is plugged in. The front panel LED, the Processor fan and a LED near the battery is getting turned ON and OFF in sync with each other. (I am mentioning these 3 because these are the visible indicators that tells me if the CPU is on or not, right?)

Yeah, the CPU is restarting. The CPU has a main processor(Quad Core Processor, in my case), which has a fan for itself to cool it down.
