Black screen error on boot and cannot install new os

I was using my pc one day when suddenly it stopped responding so i rebooted it. At the reboot i came upon windows boot manager(i only have one os though) which gave me an error called 0xc0000034 along with some missing file pci.sys(i do not remember its name exactly) so i decided i should reinstall my os and wipe the disk clean while i am at it. I took my windows 7 dvd and formatted my drives, and started to install the new os. The process took excruciatingly long at expanding windows files( about 3 hours) only to find out that it had stopped.
I took my windows xp cd and tried to install that instead, but while it was loading the setup files it showed me that error again, so xp was a no-go.
I am pretty sure my hard disk is the problem as i had issues with it in the past(it starts screeching after which the whole computer freezes for about a minute or so) so i know it doesn't have much to live. Weird thing is, after i formatted my disk using the win 7 setup the windows boot manager still came up with the error even though all data was supposed to be erased. I then tried using DBAN with a quick DoD wipe but after the kernel is loaded it just finished with "non fatal errors". Considering the distance between the start date and the finish date is 5 seconds, it did not work either...
Is there any way i can still install an os on this crappy drive? I cannot afford buying a new one at the moment.
Sorry if i did not post in the appropriate section. I thought it was alright to post it here considering it was a windows error code.

You need a new drive.
