what is a good DIY watercooling solution?

I'm building my new system and was thinking about watercooling it. the AlphaCool NexXxoS Cool Answer 240 LT/ST set seemed very prommesing but i heard that the little pumps make a lot off noise. this is for water cooling the cpu and gpu.

the cpu is a fx 8350
the gpu is a 7950/70 (can't really choose witch one)
also a question about the gpu can i use the sapphire boost edition off both of these card to watercool?

the watercooling setup:
1x AlphaCool NexXxoS Cool Answer 240 LT/ST 139.99€
1x alphacool nexxxos xt45 240mm 49.99
1x schlauch pvc tubing 9.99€

i still need a gpu block then and some other stuff. the site i can buy from is: http://www.alternate.be/html/product/listing.html?navId=11570&tk=7&lk=1700
its the only store in belgium that sells costum watercooling stuff.
the rest will be from ebay.
please note that the case will be an antec gx700

my budget is about 300-350€ (cheaper never hurts)
for the cpu and gpu watercooling.

thanks for the help

UPDATE: if you ever look at alternate.be all the other watercooling stuff is under accesories translated : toebehoren ( i forgot to mentoin it sorry)

hello after i posted this i went searching on the web and found another great watercooling set that i chose myself

AlphaCool Alphacool Eheim 600 Station II 230V for 45€
AlphaCool NexXxoS XT45 Full Copper 280mm for 60€
AlphaCool NexXxoS XT45 Full Copper 240mm for 50€ (its 45€ for a single 140mm and 40 for a single 120mm radiator so this seems like a better deal to me)
and Schlauch PVC 13/10m clear 3,3m for 10€
AlphaCool NexXxoS XP³ Light - Acetal Edt for 50€
this is all for an antec gx700 case
o and for the extra fans i choose these: 2x arctic f12 (5€ per) 10€ togheter
and for the paste i use this: Arctic Silver Céramique 2 8€
this is 233€ together so i have lets say 70€ left for a gpu block
UPDATE: i will use the 140mm case fans in the gx 700 for the 280mm rad and also what fittings should i get (preferd off ebay) because the ones i can get there cost me 5€ per and that is pretty expensive
