CMD is not working

CMD is not working and does not recognize any commands.
As for most people with this problem, the PATH is probably wrong, but I don't understand what to change it to so that it will work.
PATH - C:\\Program Files (x86)\NVIDIA Corporation\PhysX\Common;C:\Program Files\Common Files\Microsoft Shared\Windows Live;C:\Program Files (x86)\Common Files\Microsoft Shared\Windows Live;C:\Program Files;C:\Winnt;C:\Winnt\System32;C:\Program Files\Java\jre7\bin

I am running Windows 7 64 bit.

Malware commonly modifies your environment settings to increase the difficulty of removing the infected code. You may want to run a spybot2/MBAM scan just to be safe. :)

your "c:\windows and c:\windows\system32" are not in your path. For some reason they have been replaced with their windows nt4 counterparts of "c:\winnt and c:\winnt\system32"

click start and type environment click "environmental variables" and modify the existing "Path" by renaming winnt to windows for both the entries mentioned above.
