New GPU but bad performance

I had a XFX Radeon HD 5750 and just got a Sapphire Dual-X Radeon HD 7950 (3GB) but it seems to not be using its full power because I have fps drops or low fps in some games... what could be wrong? I formatted my PC just recently...

My Specs

Ram: 16 GB DDR3
GPU: Sapphire AMD Radeon GPU HD7950 3GB DDR5 PCI-Express
Processor: AMD Phenom II X4 840 3.2GHz
OS: Windows 7 Ultimate x64
Power Supply: AeroCool ATX 600W Strike X EN53822
1920x1080 Monitor

What could be wrong? I though this GPU could run anything at max..

Did you update your drivers to the newest version? What about you motherboard BIOS?

If so, what kind of FPS are you getting and in which games do these kind of issues typically occur?

Hey, the only drivers I installed was DirectX 11 and latest CCC for Radeon 7900 series.

I just tried Dead Island and got 80+ fps running flawlessly...

So far I got low fps on a MMO called Jade Dynasty and in Counter-Strike Source when I added 32 bots to the game.

hy mate.we would like to know what games are you playing,and exactly with what settings.if you planning running games on ultra(bioshock infinite,crysis 3etc),at 1920x1080...your cpu may not be up to the task for such settings,so you may need to overclock or upgrade the cpu.however,this is not a rule untill you won't tell us what are you playing and the settings for the games. hd 7950 is a good card,as i have a msi 7950 OC BE at 840 mhz...it does no have turbo boost,for which i've got it for 215 quid on offer...paired with 16 gb ddr 3 1600 mhz, an i7 3930k on a x79-ud3 mobo plays bioshock infinite on maximum settings in the game on a steady 60 fps...your psu is also up to the job,so that one is out of question.your problem lies at the CPU mate...

Well one way to know if it's caused by your graphics card or power supply is to monitor GPU usage under stress with programs like Furmark and MSI Kombustor. If you can reach 99% usage under a burn-in test then your low FPS is probably caused by either the CPU or RAM. That processor is getting pretty dated as is.

I just played MW2 with 100-200 fps, Dead Island with 60+... it seems the problem is with the MMO only... I'm getting 30 fps less on it.

So if the problem is the CPU which one you guys recommend?

Also would it be risky to play as it is right now?

It's not risky if by that you mean if it can do some permanent damage to your hardware.

Whether you can sensibly upgrade the CPU without changing your current motherboard as well depends solely on the board and so we'll need to be what brand/model it is. If you're willing to spend more by getting a new board and CPU that I'm happy to help with as well, but first I'll need to know how much you are willing to spend on them.

A cheaper option would be to overclock your CPU, which would be free as long as you already have an aftermarket heatsink (not the crap that came in the box with your processor). There are guides found on the internet for this.

Yeah I was worried about damaging it. Right now I can't afford an upgrade but CPU recommendations are appreciated.

Can't get a sensible CPU upgrade for that board, it only supports up to Phenom II X4 which you already own. If you want upgrade advice, I recommend either Intel Z87 motherboard & Core i5 4670K or Intel Z77 motherboard & Core i5 3570K (depending on the budget obviously).

If you want a performance boost right now, try your luck with overclocking. All you really need is a proper $30 CPU heatsink and some patience. Plenty of guides online for overclocking that CPU as I said. No danger of damaging anything either, so long as you're careful. Increased voltages can shorten the lifespan of components to some degree, however.
