CPU Throttling after getting new video card?

Hi guys,

So I got 2 video cards of the same model (AMD Radeon HD 7750) for my 2 computers:

1- Intel Core i7 @ 3.4 GHz (8GB DDR3 RAM) and AMD Radeon HD 7750
2- Intel Pentium 4 @ 3.4 GHz (4GB DDR3 RAM) and AMD Radeon HD 7750

Intel Core i7 PC has no problems.

Both computers got a Corsair Power Supply of 550W.

The weird problem is that, the Pentium 4 PC used to have a Nvidia GeForce 8400GS and it used to run some games on Low Settings without any problems, but when I got the AMD Radeon HD 7750, the computer throttles even on Low Settings.

I disabled the Thermal Throttling from the BIOS, but same problem.

Tried swapping the GPUs from both PCs, didn't help.

Did a clean up using Driver Sweeper and CCleaner, also didn't help.

GPU Temp: 35C IDLE, 41C MAX.
CPU Temp (Overall): 54C IDLE, 77C MAX.
CPU Core Temp: 49C IDLE, 55C MAX.

Note: Don't consider the following info unless it helps with the solution: When the throttling occurs, the FPS stays the same and does not drop down, but the game itself spikes/slows down.

Please help.

It definitely sounds like CPU bottleneck to me. You could confirm this; switch the graphics card between the computers, this will not require any settings to be changed. See if the Pentium 4 computer is still slow.

I already tried switching but it didn't work.

By the way, why did the CPU bottleneck the HD 7750 and didn't have any problems with Nvidia GeForce 8400GS? Do stronger graphic cards need stronger CPUs?

Yes, for a GPU to work to it's full potential it needs a CPU that is fast enough. According to http://www.hwcompare.com/11865/geforce-8400-gs-512mb-vs... the 7750 has 11.25x the bandwidth of the 8400GS.
