First Build Not achieving Post - Replaced Mobo And Cpu - Please help!

After not getting a post signal(or any display signal) I installed my PSU ( a bronze Silverstone SFX 450w) in an ancient hp computer to check if it works - it booted just fine. So I assumed my motherboard was broken, which I sent in and got a new one. Still no post. So I assumed my cpu was broken, also traded that in got a new one. I tried to boot with every possible combination of RAM slots and I don't know what to do now. The only interesting thing that happened is that after I got a new cpu it no longer goes full speed when I power on the computer, it goes normal speed. Here is a video I took previously:

Please tell me how I should proceed, im really Lost on what to do now.

CPU: i5-4670k
MotherBoard: ASRock z87e-itx
PSU: SilverStone SFX Bronze 450w
RAM: Kingston 2*8gb 1600mhz

Tried that already, tried it again now - nothing works :(. Thanks for your reply though!
An additional thing I forgot to mention is that the cpu fan and psu fan runs for about a minute after which they stop and start again (its in video).

Nothing happens :(. The speaker is 2 pin though (motherboard dedicates 4 pins to speaker) - dont know if that matters? I know it works because I took it out of a working computer and tested the beeps by removing its ram.

Yay, Progress! So I cut of the speaker header and just manually attached the wires of the speakers to the first and last pin on the motherboard. I plugged in my RAM and now im getting the 3 short beep code - which indicates something is wrong with my RAM right? So now we have a foothold with this problem :D :))))!

Just to make sure Im not completely stupid - Is this RAM stick pushed all the way in? I have put as much force as a dare into making sure its in.

Nope, didn't click. The clips don't pop up when I press down the memory stick either and the other end of the RAM slot are not clips. Btw thanks so much for the continuous help you are providing me with:)!
 
The latest craze seems to be static retaining lips at one end and movable the other. If the stick is seated properly at the fixed end and the movable end is tilted backwards, you should hear that satisfying click when you press the stick into place. If you have to press the clip in yourself, the RAM is not far enough down into the slot.
