Overclocking a amd 965 but having problems

Specs:
CPU - AMD Phenom II X4 965, default 3.4GHz
MOBO - M4A87TD EVO
GPU - GTX 480 GeForce
8gigs of ram
Windows 7 64 bit

My issue is whenever I change anything at all regarding overclocking, I never get a boot. My computer has to be restarted using the default settings. I have disabled both CPU Spread Spectrum and Cool N' Quiet. I have increased the cpu voltage to match the desired 3.8GHz, but I still do not get a boot. I have gone up to 3.6GHz with the correct amount of voltage and the result is the same. I would like to run at 3.8GHz.

Additional info; I have more than enough cooling--4 fans and a COOLER MASTER Hyper 212 EVO that has 2 120mm fans attached. My CPU idles at 29-32C and when I play starcraft 2 under extreme graphics settings with a 1080p stream in the background; the cpu heats up to no more than 38-39C. Moreover, the ambient air temp is fairly low because I have central AC, so the house stays at a very comfortable 70 degrees.

Any help is appreciated. At this point, I would even accept a hand held step-by-step assistance. I have IT experience, but no experience when it comes down to overclocking. In that area I am somewhat lost. I have done some research, but my attempts at overclocking still fail. :(
